Germany Tuition Fees: What International Students Should Actually Compare
Check German tuition exceptions, semester contributions and living costs rather than relying on a blanket claim that studying is free.

“Germany is free” is not a complete funding plan. Some programmes charge no general tuition, but semester contributions, regional exceptions, institutional fees and living expenses can still be significant. Compare the exact course and your fee category before choosing a university.
- Check fee status
- Read the fee notice
- Add living costs
Separate tuition from the semester contribution
A semester contribution is a different charge from tuition. Read what it covers and when it must be paid. If a course has no general tuition, that does not make its semester charge, housing, insurance or travel free. Keep each line separate so you can compare institutions fairly.
DAAD’s finance guidance describes public-university fee patterns and exceptions, including Baden-Württemberg and possible institutional tuition in Bavaria. Private providers and some postgraduate routes have their own charges. These exceptions are why a country slogan is less useful than the current fee notice.
Check the rule that applies to you
| Question | What to save |
|---|---|
| Is my nationality or residence category charged tuition? | The institution’s explanation of fee status |
| Does my course charge a special programme fee? | The current course fee schedule |
| What is the semester contribution? | The current amount and covered services |
| Are exemptions or refunds available? | The conditions and application procedure |
The University of Stuttgart’s international finance page is a useful example of institution-specific information. Do not apply its tariff to every German university or assume an exemption without checking the conditions.
Build a fair two-course comparison
Use the same number of months and one currency. Add tuition, compulsory contributions, housing and other living expenses, setup costs and confirmed funding. If one programme lasts longer, compare the whole qualification as well as a single year. A low annual fee can conceal a larger total cost over an extra semester.
For an illustrative comparison, two programmes could have equal tuition but different rent quotations and semester charges. Keep those known differences visible rather than adding a broad “Germany average” to both. Use our tuition comparison tool, recording the official source for each quotation.
Do not rely on uncertain income
A permitted part-time job is not a job offer. Consider the time required for language learning, class attendance and assessments. Fund the initial period without depending on income you have not secured. Use the monthly budget tool to test a shortfall before making a commitment.
Does a funding benchmark represent my actual living costs?
No. An immigration benchmark and the price of your own housing and daily needs are separate. Check official immigration instructions and your real spending plan independently.
Can I use a previous academic year’s fee notice?
Use it only to frame questions. Confirm the notice for your own entry year, including any announced changes for later semesters. The Germany country guide explains the wider application route.
A concrete exception to the free-tuition claim
DAAD identifies Baden-Württemberg as charging non-EU students €1,500 per semester on the specified degree routes, subject to exceptions. This is a regional example, not a price for all of Germany. Confirm whether an exemption applies to you and add any separate semester contribution before comparing an offer.
